This sort of behavior is unquestionably illegal. Yet I would not be surprised to see it mostly ignored and largely unpunished. I can only hope that a civil court judge will see it for what it is: a loss of revenue for a legitmate company caused by the actions, willful or otherwise, by another company's reckless actions.
In fact, I would forsee that these sorts of electronic battles between companies will become more and more common in the future, and current legislation is woefully incompetent to deal with it.
