You need a switch that supports port mirroring, or a dumb hub in between the switch with your local machines and your gateway, in order to plug in the adaptor which will be collecting data.

might try GFI languard. Expensive, but hey thats windows.

Also, please define "monitor", it can mean a lot of things.
